The Notes tab is where community notes are recorded and stored. You can enable or disable attachments to community notes in System Administration > Maintain Lookup Tables - Business Constants. When community notes are enabled, you can attach Word, Excel, .pdf, and .txt files. To open an attachment, click the paperclip icon.
