Q Why is it when I use a date in the Select Expert tool for reports it says "No Data Found"?
A When filtering reports by date you need to put quotes around the date. For example: "12/30/2006"
Q What is the difference between the Effective Date and the GL Date?
A When running accounting reports often times you will need to determine whether you want to set the parameters for GL Date or Effective Date. The Effective date will display events by the date which they are effective and GL is the date which the event was entered into the system. For example if you enter a retroactive event in May that was effective for February the event would not appear in a report that was set for May and Effective Date, however it would be included in the May GL report.
Q If a household has been approved for an outside voucher and they currently receive RA, should the user create a termination?
A No, example a household receives rental assistance and they are switching to an outside voucher. The proper way to handle is to add a voucher for the effective date (no termination). MINC wants to see a modified certification changing the household to a voucher. Our software handles it correctly. Add a voucher task creates a modified certification with the appropriate subsidy code.
Q Why does the $400 Disability Allowance show up on the Certification under Elderly Allowance?
A MAT 10 Section 2 (Chapter 5 - MAT User Guide) indicates that the Elderly Allowance is to be $400 if the head, spouse, or co-head is handicapped, disabled, OR elderly. There is a field (105) on the form labeled "Disability Allowance" which was created for future use by HUD. Meanwhile, this type of allowance does fall under the Elderly Household Allowance.
Q Is a Move Out needed when a Termination has been transmitted for Section 8?
A Depends on the CA, most cases the termination will remove the unit from TRACS, sometimes the CA needs the move out to remove them from TRACS. Check with the CA.
Q When do you need an Enroll/Initial Certification or to Terminate Assistance?
A Enroll/Initial Certification is used for active tenants who are not on subsidy (market renters) who with change qualify for subsidy. Use the Initial Certification Wizard to enroll the tenant in the funding program To end the subsidy and change the tenant to a "market renter" use the Termination Assistance Wizard, also available under Tasks from the General Household Tab.
Q How do I correct the Gross Potential for a unit?
A For all programs not regulated by an agency, there is a Modify Current Rent task available at the Unit Level on the Compliance/Rent/Transaction History Tab. This wizard will allow you to modify gross potential for the unit.
Q At a Tax Credit RD 515/Tax Credit property, can a rental agent Override the rent and charge beyond the tax credit max?
A If the tenant income increases after occupancy, the household is still eligible. However, in an RD/FMHA 515 property the resulting increase could exceed the LIHTC max. Any amount over the basic is called overage. You can charge this overage of any amounts turned over to RD in 1991 and later allocated properties only.
Q How do I get the Wait List to sort/put the transfers first by apply date, then the preferences, then the regular applications?
A The wait list sort order that is set up on the community - program info tab is seen on the manage vacancies tab. The white clock will only show the wait list in the order of application date, with the oldest application date at the top.
Q I submitted my Special Claims for Vacancy to HUD and they were denied because I was "within the claim period;" What does this mean?
A 4350.3 (9-33) states that the Claim Period cannot exceed 60 days and an owner must submit a vacancy-loss claim within 180 days of the date the unit was available for occupancy, and only after the claim period has ended. Our system does not have any restrictions on creating special claims requests, it does have an indication of whether the claim is "Valid or Invalid" but it will still allow you to submit any request regardless of it's status. Claims that do not meet the requirements as outlined in the HUD Handbook will be rejected.
